The Ontario Immigrant Nominee Program (OINP) is how foreign workers, international students, business owners or entrepreneurs from outside of Canada can apply for permanent residence in Ontario, or how Ontario businesses can recruit international talent.

OINP Update 2021:

The OINP is accepting applications for the following streams:

  • French-Speaking Skilled Worker stream
  • Human Capital Priorities stream
  • Skilled Trades stream
  • Entrepreneur stream

The following OINP streams are open through the OINP Expression of Interest system :

  • Employer Job Offer: Foreign Worker stream
  • Employer Job Offer: International Student stream
  • Employer Job Offer: In-Demand Skills stream
  • Masters Graduate stream
  • PhD Graduate stream

To apply under Ontario’s Express Entry streams, you must have a profile in the federal government’s Express Entry system and receive a notification of interest from Ontario.


The OINP is the Ontario’s economic immigration program. It works in partnership with the Government of Canada through Immigration, Refugees and Citizenship Canada (IRCC). It recognizes and nominates people for PR if they have the skills and experience the economy needs. The final decision is made by the Government of Canada for applications approval. This immigration system is specifically for the province of Ontario and is not eligible for other provinces.

Qualify for OINP

There are three ways you may qualify for a nomination:

  1. Employer job offer category
  2. Human capital category
  3. Business category
Employer Job Offer Category

The employer job offer category has three streams operating under an expression of interest system. To qualify under the employer job offer streams, you must:

  • create a profile in the OINP e-Filing Portal
  • register an expression of interest for your employer job offer category
  • have received an invitation to apply
  • have a full-time and permanent job offer from an Ontario employer.

The three streams:

Human Capital Category

The human capital category has two sub-categories; the international graduate streams and Ontario’s Express Entry streams.

International graduates

These streams operate under an expression of interest system. To qualify under the Masters Graduate or PhD Graduate streams, you must:

  • create a profile in the OINP e-Filing Portal
  • register an expression of interest for your graduate stream
  • have received an invitation to apply
  • apply within two years of getting your graduate degree from an eligible Ontario university.
Business Category

The business category has one stream. You must be an entrepreneur from outside of Canada who is looking to implement a new business idea or buy and grow an existing business in Ontario.

How to Apply for OINP

There are four main steps to follow when applying for permanent residence:

1. Make sure you qualify

Once you’ve selected your stream, make sure you meet all the requirements in order to apply.

2. Create a profile and receive an invitation to apply or a notification of interest

Before you can apply to be nominated, you must create a profile in the system for your stream. Profiles will be ranked to a scoring system.

Top candidates will receive an invitation to apply or a notification of interest.

Employer job offer streams and international students: register an expression of interest for your stream(s) by creating a profile in the OINP e-Filing Portal.

Express Entry streams: submit a profile to Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system.

3. Apply to be nominated by the OINP

Once you have received an invitation to apply or a notification of interest, you may apply to be nominated by the OINP.

Employer job offer and international students: if you received an invitation to apply, you can apply within 14 days through the OINP e-Filing Portal.

Express Entry streams: if you received a notification of interest, you can apply online within 45 days through the OINP e-Filing Portal. It takes two to three hours to complete the application.

Cost of application:

  • employer job offer and human capital streams: $1,500 – $2,000
  • business streams: $3,500 per business partner / key staff applicant

4. Apply to the Government of Canada for permanent residence

If your application is successful and you are nominated by the OINP, the next step is to apply for permanent residence through IRCC.

The Government of Canada makes the final decision on who becomes a permanent resident.

OINP Draws

Every month, the province of Ontario conducts an OINP draw which periodically offers NOI – Notifications of Interest to Express Entry pool candidates. They offer an invite for Nomination application through one of the OINP streams aligned with Express Entry. The methodology and details used for every search are announced after the draws are held. 

Minimum requirements for OINP

Here are the compulsory Ontario PNP Requirements for the HCP stream: 

Appropriate Work Experience

You must have a minimum of 1 year of uninterrupted work experience that is paid and full-time. The experience must be under skill type B, 0, or A as specified in the NOC – National Occupation Classification List. 

The work experience must have been obtained in the last 5 years from the date of submission of your application under OINP. Plus, the occupation must also be the same that you have specified in your profile in Express Entry. 

Education Level

You must have a Graduate, Post-graduate, or Doctoral Degree. If you have obtained the degree outside Canada, then you must also submit an Educational Credential Assessment  ECA Report.

Proficiency in Language

You must have a proficiency level of a minimum of 6 bands in all 4 abilities under IELTS  Speaking, Listening, Writing, and Reading. It can be in either French or English language. 

Proof of Funds Statement

The evidence for funds demonstrates that you have adequate money for supporting yourself and your dependent family members upon your arrival and settlement in Ontario. You can produce statements from your Bank account, mutual funds, or fixed deposits if any. 


You must be below 49 years of age when you submit your application to Ontario. 

Settlement Plan

If you have applied through the OINP, you must offer a settlement plan that supports your good intentions of settling permanently in the Ontario province.
